Taxi Licenses

I read an article a couple of days ago about since deregulation of taxi licenses a few years ago anyone can apply for a license in any town and then use their taxi elsewhere.
Apparently some local authorities are not as fussy as others as to whom they grant licenses and are using it to gain revenue.
I can't find a link to the article, has anyone else heard of this?

I suppose years ago, taxi drivers needed to know the area like the back of their hand. They had to be local people probably. Nowadays though, getting from place to place only needs instructions from Google Maps or a SatNav. Almost no need to be a local person any more. Taxi drivers still ought to be vetted properly though.
