Madness.
It sounds a pitiful free for all with even women and children grabbing pots to go and siphon off fuel from the crashed tanker. A high price to pay ... because one of them lit a fag whilst they were at it.

happens in nigeria too when people find or creat a split in an overground petrol pipe - a new take on suicide bombers heh?
